The woman in the dark uniform seems to be wearing a Taiwanese uniform... what's going on?

It is the uniform of the Republic of China which once upon a time ran the whole show before being restricted to the island of Taiwan and a few others. What is going on would be the Chinese Civil War (or rather cosplay of said) which ran with occasional interruptions to fight the Japanese from 1927 up to 1950.
