They do address this in the scene. The officer orders her to strip for exactly this reason and she stubbornly refuses. Then he's too impatient to press the issue further

In the 70s there was still a censorship board but the decisions were mainly random and generally against violence. whipping scenes in convict movies were de rigeur and I assume deemed acceptable on the basis of history. Convict heritage was then becoming fashionably accepted after being previously a black mark of shame…

We had proscription against gun violence, Dirty Harry movies were a Restricted and highly censored when shown on TV.
