The new administration was concerned with prison overcrowding, so it came up with alternatives to imprisonment. It allowed judges to innovate.
One judge had to pass sentence on ten hot women--ranging in age from 19 to 50, blondes, brunettes and redheads of a variety of body shapes--for various crimes such as shoplifting, b&e, repeat jaywalking and unpaid parking tickets all in one morning.
Once the women had each been individually convicted, the judge ordered the court officers to take them to the holding room. Once there, the court officers ordered each woman to strip. Shocked by the fact of her conviction, each woman unthinkingly complied.
By lunchtime, the room had ten fully naked women.
At dinner time, the judge walked in, laughing and smiling.
"See," the judge began, "Isn't forced nudity for a couple of hours better than prison?"

Nice! That inspires yet another idea to relieve prison overcrowding.
One judge had another idea. He offered convicted women a choice,
a) prison time and a criminal record, or
b) stripping naked, drinking a gallon of water and then pissing in front of him.
