I want to download the last (most recent) video of this post to a MP4 video (not the URL, I know how to do that ...really, I do) and have no clue how of if I even can with Windows 7.

I run a Mac Tree ... but I checked and the simple FREE program I use is You Tube Downloader.
I have checked and the one you want is at:-

I was able to download it using the Video Downloadhelper addon for Firefox
You can get it here;
https://addons.mozilla.org/en-GB/firefox/addon/video-downloadhelper/

There is also a version for Chrome but I haven't tried that as I only use Firefox
