Thank you for identifying the artist. It's called South of the Border Punishment. The cop's uniform, though, looks very much like the one Stan Goldman wore with the NYPD before he made Detective. So maybe it's South of the US-Canada border...

Maria Pritchard, portrayed in the Real Punishments picture, was convicted of theft, having swindled a merchant out of three yards of fabric. For that crime, on a Friday in April, 1704, she was ordered stripped naked to the waist, tied to the end of a cart, and then whipped through Bristol, England down one side and up the other of High Street, the city’s main drag. To gain the maximum audience, her punishment will take place at noon on a Friday, when the streets will be crammed with shoppers.

In the picture, she suffers the added indignity of having to undergo her punishment barefoot, which enhances her humiliation as well as her discomfort, as she will likely have to walk barefoot over cobblestones for two miles..
