Actually it is a manipulation of the painting named "The invention of the cross" by the flemish painter Bertholet Flémalle (1614-1675)

Not really 'Flemish', but indeed from the Southern Netherlands. Flémalle was from the principality of Liège, a city state that formally belonged to the Holy Roman Empire, but at the time was as good as an independent state. Flanders belonged to the Spanish crown in that century.
