OSHA (Occupational Safety & Health Administration) regulations limit the amount of noise exposure in the workplace. Continued exposure to high decibel noise can cause permanent hearing damage. In a small area with concrete walls, the screams may exceed federal safety limits. Therefore, the flogger would be required to wear ear protection. A ball-gag is an alternative way of remaining within safety limits.
The flogger is wearing eye protection, although I'm not sure that is required under these circumstances, but better safe than sorry.
