A splendid happy ending to a ripping tale, albeit with what seems like another two short novels untold.Of course it was not settled as neatly as that. There is the tale of Messalios gaining safe passage past Scylla and Charybdis by distracting them by having herself displayed naked tied to the prow of her ship.
Then there was that whole complicated thing with the Queen Dido of Carthage after which the City Elders explained to Phlebas he was not to come back until he had gotten Messalios and her gang far enough west that they would not be coming back and distracting the Queen from her essential duties of sacrificing pretty young maidens to the Gods rather than fornicating with them. I mean nobody wants to hear about any of that?
