Once upon a time (15th to 17th centuries), dresses which bared the
breasts of young women were quite common in European Society.
Even at court - including Elizabeth I - such fashions were accepted, even encouraged
among young wives to demonstrate by their rose-pink nipples that they weren't
yet nursing children (brown nipples) and implied they were nearer to virginity.
Husbands approved.
Personally I see no reason why the fashion shouldn't be re-instated.

She saw one of the other women, waiting.
Her large perfect breasts had been made accessible.
