I think CF tends (just slightly) to exaggerate the importance of crucifixion in Roman history (also it tends to slightly overstate the proportion of nubile females among those crucified). I doubt that ending crucifixions was in any way responsible for the fall of Roma, any more than ending hangings caused the end of the British Empire.
