I was reading about the oldest known legal system called the Code of Ur-Nammu from 2100 BC from ancient Sumeria. Most of it is fairly standard stuff about killing thieves and murderers until I came to:

25. If a man's slave-woman, comparing herself to her mistress, speaks insolently to her, her mouth shall be scoured with 1 quart of salt.

Essentially this is wash her mouth out with soap!

To show their status lower-class women had to go topless in public, or pay a special tax called "mulakkaram". To add insult to injury, the larger the breasts, the higher the tax. This bizarre system only ended in 1859 after a series of protests.

A woman called Nangeli refused to pay the tax, so she cut her own breasts off and presented them to the horrified tax collector wrapped in a plantain leaf! She died of blood loss, and in her honour the village she lived in is known as Mulachiparambu (land of the breasted woman).

Around this same time, the Maharaja of Guwananpore came up with a novel way to increase tax revenues that would not cause unrest among his subjects. He decreed that all adult males should pay a penis tax to be assessed at one rupee per inch. It was pointed out in the pronouncement that, since no official wanted the job of measuring, that tax would be on the honor system and each man would pay whatever he believed to be the correct amount.

Within a year, the Maharaja was one of the wealthiest men in all of India.:D
