In praise of the pillory

In eighteenth century England, one might have heard someone say, "Lizzie married Mr. Wood and danced at her wedding"--which actually meant that Lizzie was stripped naked to the waist and whipped and had her head and hands locked in the pillory.
 
Is the "best man" the executioner who whips her?
Yeah, that fits.
Perhaps all the best man candidates (every male in the village) could draw straws, take a number, or pay for a set number of strokes ( $1.00 each with a maximum of 5 per customer). Proceeds would go to pillory and whip maintenance.
