You could make a skinned flesh texture and replace a part of the models surface textures with it..

On Youtube there are tutorials how to add tattoos to a model.

View the skinned flesh part as a tattoo and you only have to find a suitable skinned flesh texture

Although it's a bit different, you can use this muscle map G8F texture from DAZ3D for a start, and probably need editing the flesh map in photoshop to look like flayed skin and combine it with the normal skin. Sorry I'm not an artist so I can't write detail instructions. Hope this helpful for you.
