The background for this image looks remarkably like the cafe square in the Sims 3 France location. I wonder if it's an adaptation from that. I ask only as a point of interest - not a criticism at all. It's a splendid image.
Having done a few manips, myself, I am always interested in nice backgrounds.

And no need to worry. You are are right, it is a small Medieval French Town not originally from the Sims but a 3d replica based off the original town Pérouges
