iirc this DID actually happen (not sure which city though). There was also a case where the highways agency brought in a crane to lift up somebody's car so they could paint double-yellow lines on the road underneath it - after which the car was replaced and then they issued a fine to the driver for parking on double-yellow lines. (true - it was on the national news a few years ago)
