"Murderers!!!" Tansy cried into the crowd. "The King's army are brutes and murderers!" Overcome with grief and rage at her brother's death, she couldn't restrain herself. If she caused a scene, the better for it.
She struggled a bit when the men seized her, but her small frame was in no way a match for the burly infantrymen. Defeated and ashamed, she began to weep as they bound her hands and ripped her threadbare blouse to bare her back.
At first, the indignity of the flogging was almost as bad as the pain itself. As the lash gouged stripe after bloody stripe into her bare, cringing shoulders, she unleashed a mighty scream from the depths of her chest, all of her rage and pain concentrated into a desperate, animal howl. Whatever they did to her, she refused to take it quietly.
When they had finished beating her, they cut her bonds and left her there, a pitiful, tortured wretch. The bitter autumn wind nipped painfully at her raw and bleeding back, and the indifference of the dispersing passersby cut as cruelly as the lashes themselves. She buried her face in her hands and wept softly. It didn't matter if anyone heard. Nobody cared.

You can buy the silicone action figures online for around $50 and the wooden structure would be easy to make, then just a matter of painting on some whip marks.

Ditto here. Not a practicing "Spanko." But visual depictions--pictures and video--and fantasy take me there. Oh yeah! The idea of a female inmate being punished with a heavy strap like these is a real turn on. No mercy, just hard swats across bare buttocks.
