Principally you are right. But there are woman who can complain in a way you don´t want to suffer that any longer than absolutely necessary.

I think it's serves as another form of ultimate suppression. While it may take away from the viewers enjoyment, it adds to the mental torment of the girl that's about to hang. By removing her clothes, you've suppressed her armor and pride. By gagging her you've suppressed her verbal expression, denying her a single retort. She is only left with her life, which she knows full well is about to be suppressed by the noose.
