This lady is sentenced to the "ordinary" knout, reserved to women and theoretically less cruel : the skin is entirely torn and removed from her nude back but the victim is kept alive. Her tongue will be cut and she will be sent to Siberia

In France, I don't know elsewhere, women (men I don't know) were stripped naked for the "question" : torture to make accused persons speak. Cf your picture
All these tortures were abolished few years before the Revolution

As far as I read, in these times, person to be tortured had to strip, both men and women. It made them humiliated and vulnerable and it made the torturer's job easier, since all body parts were easily accessible.
