A bare steel bit works, perhaps rubber coated like this if they have delicate teeth.

I love the colours and all the jinglers, traditional Gypsy-style,
and it show the girl's shape to such advantage,
if he entered her in a show, I'm sure he'd carry off a prize.
And of course she could be raced, she looks athletic enough.
Either way, he'd be expected to carry a whip, not a beer-mug
(I learn from Wiki that sort of gig is called a 'sulky')​

Agree Eul. A nice buggy whip would work well, a long springy handle and short tail to reach her bum and catch the side of a breast for direction.
