You would be surprised to hear that in my country construction workers are not allowed to be topless, well mostly males I guess, due to the danger of skin
cancer. I even know of an action of distributing T-Shirts among them.

Yes, you're right. Skin cancer is an argument. But I suggest that we do it differently for women construction workers than for men. Good sun creams with high sun protection factors are distributed to the worker girls, with which they must apply cream their naked bodies. Then they are allowed work topless on the hot construction site!
