Yes I think you would have to drill a hole through the bone first. Could be done.. but nailing through the foot would be a lot easier.

Theoretically, I suppose you could drive the nail between the fibula and tibia. But, I doubt that this would allow for any kind of support. In reality, it take a really luck shot to avoid shattering one or both bones. This would make weight support impossible and, if not initially then as the weight of the body pressed down on the fracture, would cause a compound fracture and result in a swift death.
Much better to drive the nail between the metatarsals (foot bones). Even if these a broken, little damage would be done and the body can be supported by the bones above resting on the nail.
