I'm not sure why but I've always found this image to be one of the most powerful still sketches that I've seen. I think it's because it leaves the viewer full interpretation as to what may have transpired to have the women tied to the post. And you know that what ever the female had been thinking about her situation, the rain can't be helping the situation.

I figure, it is in a tropical setting. So, the rain might be refreshing!

I agree. I see it as a Japanese WW II prison camp -
maybe a captured nurse who failed to provide "services" for the guards -
tying up prisoners naked exposed to the elements and jungle insects
was a standard form of punishment -
her utter despair is vividly captured in a few strokes.
