I find that to swim, you should always be naked!
The swimming pool is certainly not an inappropriate place for nudity.

Actually it is also a health issue. One should not wear wet dresses. That is even more important for females due to vaginal infections. My mother I remember, when we were bathing was after that always running to the changing cabins. Me myself I only swim nude, principally. I would even forbid bathing suits, but well if you want to torture young pretty females you force them to wear wet bathing suits, but this is really a sadistic idea.
