I think it has to do with the philossophy of that time and the technical possibilities. While a 68 hippie girl does not shave because it is not natural, earlier females could not shave due to the razors. An older neighbour of me told me, that it was rather bloody the first time she shaved. Well you ask probably what my small talk with the female neighbours are it is not about that topic, we discussed about anal sex, and she is not for it. Never mind, it is easy to use scissors to get a nice shape of the "triiangle" and that is what they did. Much later you could use depilation creme and better razors, so it is easy to remove the pubic hair and so it is done under the impression of some trends in porn.
Every time I think I’ve found the earliest depiction of female pubic hair in 19th century European art I find another, in this case a Dane named
Christoffer Wilhelm Eckersberg.
These date to the second through fourth decades of that century.

In Finland, we have many nude female statues, and most of them are shaved or fuzzy, while male statues more often have pubic hair. Most of these statues are made in early 19’s. It seems to be impossible to find decent quality images online, but these should give idea.
This is kind of interesting because shaving in those times may not been so common. Back in a days. Maybe it was more common with nude models or in artist circles.
By the way, the last one is said to be modeled by Tove Jansson, creator of popular Moomin comics. The statue is crafted by her father. In those days, it was common that families went into sauna together, naked, so this is not as weird as it may sound for some.
...and you wouldn't take her to bed???

I remember when I had my chemistry class we had a photo lab (that was way before digital cameras in 1982) one of my richer classmates (female) had their own home-sauna. She asked me to have my time slot there and I agreed because i was then anyway occupied with the Miller experiment, you should look up in the internet, quite important experiment, but it does not work that easy, with some harsh conclusion against evolution theory. So I agreed and she surprised me with the additional and not asked information, she had to develop a picture of her and her sister in the sauna. Naturally my fantasy runned wild, why I completely complained that such pictures surely should developed in private settings , well today that is different, if not done, as most did that time as polaroid pic.
After that she insisted to show me the pics and they showed her and her sister in a bikini(!) sitting in a ssmall sauna. I was then very surprised that there are people who indeed
use bathing clothes to go there, even naturally, priacy, contrary to finish tradition, I know, could be easely achieved, by separating masles and females, or by making smalller saunas, where you can go alone or with family as my school mate.
Another theme is naturaly if family memebers shoud show each others nude or not, well probably one should adress that question, because on a crucifixion this wozld happen. As the famous example shows, the son (if not wearing the catholic loincloth) would have be seen nude by his mother and his coworker (I think Maria Magdalena was not his gf, but more like a follower).
The pubis has only two possibilities: either to be completely shaved or to be heavily hairy.
In the first case the vision is total and exciting. It requires careful care and better if the hair removal is permanent with laser!
In the second case, the hairy woman is favored. She has her charm! Armpits, legs and possibly face must be very rich in hair which must not be shaved, ever. This is a brave woman!

In Finland, practically every house and many of city apartments have their own sauna's. If apartments don't have own sauna's, then there is common sauna, where you can go for men or women's turn, or book a private time for friends or families. Typically male and females go family sauna separetely (which wasn't the case in 80's or earlier). I haven't heard about any Finn, who would go sauna other than naked in those situations (family or friends of same sex). We also don't use towels in a sauna, exept maybe to sit on.
We have public sauna's in swimming halls, gym's, spa's, and many other places. Those are typically for men and women separetely, and everyone are nude. Then we have public mixed gender sauna's, for example ice swimming purposes. In those, people wear swimsuits.
Then there are situations like student parties, or groups which share same hobbies and gather together on a rental cabins, homes or similar places. For those, mixed nude sauna's were pretty much standard when I was young, and it's still quite common, except among youngest generation, which is quickly becoming infected by nude-hystery, thank's to social media.

I could imagine it is not a good idea to wear swimmsuits in the sauna, due to the bacterial and hygienic reasons, also the bathing suit arte not manufactured for this. And as you said it is easy to be private in the sauna and it seems that due to the modern social medias also the finns loose there innocent and natural approach to nudity. For me, also having nude pics on the net (many), it is very surprising that this new prudity is now standard when one sees how easy when the hardest porn is available on the net.
For us that is in some sense good, since it enables nude humiliation on a cross, however I do not understand it.
Btw, I was never in a private sauna, I was sometimes in gay saunas, which have the advantage over the other public saunas not to confront the guests with strange rules and females who complain if they are supposedly watched while sitting nude around.
We could add a sauna thread since also flaggelation is part of it, like the crucifixion narrative....

I coul go into sauna with that woman and teach her how to use that ’vihta’ properly. That’s how we call that bunch of birch branches with leaves.
I wouldn’t call it flagellation, since it don’t hurt a bit, not even the most tender areas, at least before the leaves start to fall off. It won’t happen easily, if vihta is properly made. The one in a picture wouldn’t pass Finnish criterias, being too thin and have whippy stray branchess. For other purposes, that one might suit well when some of the leaves are gone. There would be nice transition from relaxing slaps to increasing sting.
I coud contribute some interesting true stories about vihta and sauna and maybe add some juicier speculations what would have like to happen.
One of them involves hiking trip in siberia, 20 years ago, when Russia wasn’t as hostile as it’s now, a good looking young woman, sauna, and discovery that Russians also use juniper as a ’vihta’. Sensation is definitely different, but using that thing is quite messy.
That’s by the way same trip I mentioned before, where our girls bought a bit too strong herbs in Mongolia.
And she seems to simply be referred to as "Roy Stuart's Amateur". I wonder if she's done any other shoots.
