The clothing strikes me as being set during that time or older, maybe the 50s, but I thought that was to give it a more patriarchal setting. It does resemble illustrations from that time. Maybe the fact that they are still wearing panties could also suggest that it is older, as their may have been some restrictions on what could and couldn't be published in magazines, or whatever medium this picture is taken from.

Taking a closer look at that art and the signature I'm going to guess the creator is Oki Shoji from Japan.

He seems to like showing women tied to beams or poles.

That's amazing!
I never even would have recognized it as being from a Japanese artist. But it being Japanese, explains why the women are wearing panties. It does look very 70s here.

I like the forlorn expression of the girl in the center, who isn't enjoying her situation, but is accepts it.
The chains wrapped around their cunts, is also a nice addition, and a lot more appealing than the panties used in the Shoji version. I hope they are fixed nice and tight.
